Under the declaration, all facilities in the town, including hotels, motels, and homeless shelters, are prohibited from accepting immigrants, with violations subject to legal action.

Aguiar criticized the Biden administration for failing to anticipate the volume of immigrants overwhelming the southern border after the expiration of Title 42. She argued that a rural town like Riverhead lacked the necessary infrastructure to care for immigrants and that social services funding was not available for undocumented individuals.
